CSMS-IPA TO APPLY TO ADMINISTER A CMS DEMONSTRATION PROJECT TO TEST IMAGING DECISION SUPPORT SYSTEM (DSS)
Can using a self-administered decision support system (DSS) for the ordering of advanced imaging services improve patient quality of care and reduce unnecessary radiation exposure, utilization and cost? The CSMS-IPA is applying to be a “Convener” in the recently announced Medicare Imaging Demonstration (MID) project on behalf of physicians in the Patient Centered Practice Model (PCPM) network.
Highlights of this program include:
- Use of a Web-Based, State of the Art, Imaging Decision Support System at no cost to the practice.
- Incentives paid to physicians up to $20,000 per year (based on Medicare Fee for Service volume of 11targeted imaging procedures reported).
- No Prior Authorization Required – this is a self administered program.

PCPM “Meaningful Use” Incentive Program
The CSMS-IPA has created a specially designed program to assist Primary Care providers in small practices who have opted in to the PCPM program to become “Meaningful Users” of electronic health records. Achieving Meaningful Use is a necessary requirement to become eligible for the Electronic Health Record (EHR) incentive payments available under the HITECH provisions of the American Recovery and Reinvestment Act (ARRA) of 2009. CSMS-IPA recognizes that using an EHR is more than just using technology, but is a means to achieve many of the quality of care, communications and financial benefits of the PCPM program.
The PCPM Meaningful Use Incentive Program will allow eligible physicians to take advantage of the services provided by eHealthConnecticut’s Regional Extension Center (REC) with no upfront costs. As a participant in this program, the contributions made to the REC by the CSMS-IPA on your behalf will be recovered by the CSMS-IPA from future bonuses and surpluses generated by CSMS-IPA agreements with which PCPM practices participate.

CSMS-IPA’s Patient Centered Practice Model (PCPM) Initiative
The CSMS-IPA Patient Centered Practice Model (PCPM) network is currently comprised of 479 Connecticut physicians (both primary care and specialists) throughout the state. The PCPM is the CSMS-IPA model for addressing the changing healthcare environment with a "Medical Home" management approach to care. This opportunity is available for all CSMS-IPA physician members. PCP and Specialist Physicians participating within the PCPM network and CSMS-IPA payer agreements may be eligible for additional funding through care management fees (for PCP’s) as well as contract bonus opportunities.

The Center for Medicare and Medicaid Services (CMS) Issues Final 2011 Marketing Guidelines
As part of CMS’ implementation of the Medicare Improvements for Patients and Providers Act (MIPPA) of 2008, CMS has revised the Medicare Advantage Marketing guidelines. CMS has outlined and made clarifications on specific rules for provider-based activities. These revisions were made available on June 4, 2010. Click here to read the memo from CMS.
Medicare Advantage plans are allowed to market their products beginning October 1, 2010 and the Annual Election Period (AEP) for actual enrollments begins November 15, 2010 and goes through December 31, 2010. This year, the Open Enrollment Period (OEP), which normally occurs between January 1st and March 31st and allows Medicare Advantage members to switch to “like plans”, has been discontinued.
