Electronic Prescribing
- Starting in 2009, physicians can earn an additional 2% bonus on their allowed Medicare charges by using a qualified electronic software program and submitting documentation on their regularly submitted billing forms to Medicare. Penalties start kicking in for physicians not using eRx in 2012.
- The CSMS-IPA incentive program will help reduce the financial barriers to implementing eRx by paying the upfront software and training costs for one year. Physicians do not have to pay those upfront costs until they receive their bonus payment from Medicare.
- A physician must be using an approved eRx program and document appropriately on 50% of all qualified claims (E&M services) submitted during a calendar year in order to receive the Medicare bonus. Realistically, a physician starting today would not qualify for a bonus for 2009. Therefore, payment to the IPA would not be due until after they are scheduled to receive their 2010 bonus – sometime in 2011.
- CSMS-IPA has contracted with 2 web–based (ASP) eRx software companies – both charge $20/physician/month for the software:
- Emdeon/Clinician Rx – standalone eRx system. Already interfaced with a number of practice management systems.
- PracticeOne/New Crop – an integrated module within a full EHR/Practice Management System. The eRx component functions as a standalone system and is ideal for the practice considering moving into an affordable EHR system in the near future.
- The Program will consist of:
- Regularly scheduled web based demos of the systems
- Guided installation of the software.
- Data downloads and bridges with many Practice Management Systems available (may be subject to additional cost).
- On-line training of the system by each of the companies.
- On-site staff training of selected software program and follow-up support by trained pharmacists.

PQRI
- For calendar year 2009, Medicare is paying physicians a 2% bonus for submitting quality data to them.
- There are 2 ways to submit PQRI data: Claims based – generally a year long process of submitting claims data on all FFS Medicare claims; or, Registry based – a convenient, 30 consecutive patient process that requires submission of clinical data through an approved registry.
- CSMS-IPA has contracted with DocSite, a Medicare approved registry program that has a simple 5 step process:
- Subscribe
- Review and select from a list of quality measures the ones most appropriate to use for a physicians Medicare fee for service patients
- Record patients conditions and quality measures on DocSite’s registry
- Submit PQRI data results through DocSite
- Receive 2% bonus check in 2nd or 3rd quarter 2010.
- Cost for DocSite is normally $350 paid at time you submit data. Through CSMS-IPA program there is no upfront cost to submit. Physician pays IPA a discounted rate of $297.50 when they are scheduled to receive their bonus payment from Medicare in 2010.

- To enroll in the CSMS-IPA program, download this enrollment form fill it out and return to CSMS-IPA as instructed. You will then receive a special code which will entitle you to the discounted rate which won’t be due to CSMS-IPA until you are scheduled to receive your bonus payment from Medicare.
